Actually, you can still evolve Feebass into Milotic by just leveling it up.

But it has to be one you PokeShifted onto BW AFTER Maxing out it's Beauty on DP, Pt or HGSS.

There is actually a 3rd way to get a milotic actually, if you transfer a maxed out beauty feebas from rse to pdp and then to bw it will evolve when it levels up, but this way is WAY easier I have to say;)
