Yes, as long as you have MIDI software that can be used live :) You could also plug it in to some sort of MIDI instrument and bypass the computer part altogether.
Yeah, that should work. I'm not sure how selecting the sounds works as I haven't tried using a sound module before, but it's probably done with the module itself - the keyboard just sends the MIDI messages.
You can assign the controllers to any function you want and safe presets. Should work life. Most keyboards have similar keys; until it's a stage piano.

also the 8 pads in the corner can you assign them to any drum, bass kick, hi hat or even song u want?
will instruments when played on the keyboard show up in the piano roll of fl?

It's actually about 7ms, I just shifted the video slightly to match the audio :P
I'm not really sure which soundcard I have (it's just the one that came with my computer), but I used ASIO4ALL drivers to get it down to 7ms.
