Luffy wouldn't survive a modern gun's shot, the muzzle velocity is much much higher, the bullet would definitely penetrate his skin, I'm not talking about shotguns, crossbows, or even higher caliber guns like a sniper rifle, imagine what could an artillery cannon would do to him. Well that's only nowadays. and plus it's just an anime. So... Yeah ignore what I just said.
