There is no paid version of Ubuntu. The one you can pay for, you only pay for the shipping and the manufacturing of the disc. Ubuntu is completely free, and yes, this is possible with both the one you download and buy.
Although it is not completely easy.

The music is Fatboy Slim - Wonderful night.
The GDM theme is called Avio, and can be found on gnome-look.
