If we are leaving an area, we should pull soldiers, while supplying the troops that remain with food, supplies, ammo, and armor(being the support).
If we are going into an area (or remaining for a long time), extra troops would be the support, as long as they are being sent with the supplies they need to function.

The military does not give orders to the president. The president is the commander in chief and therefore "the decider." If he feels in consultation with his close advisers that we don't need additional troops, guess what? YOU WON'T GET THEM.
After EIGHT YEARS in Afghanistan we hardly need to engage in hasty decision making now.
