It' from a Czech film called Valerie a tyden divu - Valerie and Week of Wonders (1970, directed by Jaromil Jires), from a book wrote by Vitezslav Nezval.

@zazivmetru And the definitive DVD of it is the current UK one from Second Run (if one sees the trailer at their site the transfer is far less washed out than that the above video is taken from), which is region-free though PAL.
