IF the player is on the ice near the puck, the defender can do pretty much anything with his hands to keep the other player on the ice. As long as he isn't holding or cross checking then it's perfectly legal.

"Possession of the Puck: The last player to touch the puck, other than the goalkeeper, shall be considered the player in possession. The player deemed in possession of the puck may be checked legally, provided the check is rendered immediately following his loss of possession." That settles that part. This will take multiple responses.
