He sounded better in the White Pony days because that was before he paralyzed one of his vocal chords. It's just a different style of singing, but technically he is less capable of hitting high notes and you can notice that here (in the studio version of this song he holds the notes longer due to post production editing and what not).

In the original recording, around 3:50 or so, the squealing is so fucking raw and unaltered, but so awesome sounding. Chino's natural sound is better than bands like Job For a Cowboy could ever hope to edit their squeals to sound.
