After several weeks Mcconnel still has no answer to basic questions about his Council Tax proposals. And his much "acclaimed" proposals on water rates discriminate harshly against rural households by denying them the cut he proposes - they generally have septic tanks and may have non-mains water supplys - no relief for them.
