The guy had killed his sister and was pissed that he got off on a technicality, so he kidnapped him and put him in a Jigsaw-like trap that he rigged to actually be inescapable. Hoffman never meant for him to actually escape, he just wanted to see him suffer.

Hoffman created it, and unlike Jigsaw he does not believe that people should live despite there will to shed there own blood for it. In all of Jigsaw's traps if you had completed what needed to be done then were free to live another day... or hour, depending on how much blood you lost.
