For those who don't know, this is a clip from a comedy show which lampoons old, 'public service news reels', of the 1930's and 40's. This one uses a lot of satire concerning things as they were in the UK of the 1990's. Privatisation of the railways, pierced navel jewellery, mobile music devices, recreational drugs etc. played upon as though they were, 'advances', to look forward to from a 1930's and 40's perspective.
