The video shows conclusively that Taylor wasn't trying to use the car to hit the deputy; he was trying to get around the spike strip by driving around the end of it. He actually slowed the car as he tried to get around the strip. The deputy laying out the spike strip was safe on the sidewalk, and there were no other deputies in front of the car, when the other deputy started shooting.

I think the outcome is questionable. Being shot in the back, and with the car coming to a stop. The chase was over, but I don't think shooting someone in the back is the best alternative. When we do use deadly force it is to stop the threat. I dont know what it is like to have a drunk driver drive directly at me (no matter what his intentions), but I think that the threatened deputy fired to protect himself. He stopped firing once he was out of the way. The other deputy continued firing after the first stopped, most likely because he lost sight of his partner and was fearful that he was now under the dd's car and was being dragged to his death/injury.

The cops have an obligation to err on the side of caution when it comes to taking a life. 1. It was a DUI - not an armed robbery or violent offense 2. The driver circled the block 4 times. 3. He was not driving at a high rate of speed and definitely did not appear to be using the car as a deadly weapon. If anything, it looked like he was trying to avoid both cops and the spike strips.
