Nothing new. He is talking about a big bureaucrat whereas in each city people working at much lower profile are enjoying and misusing govt cars. We are witness to it from last two decades. No body ask their children or them who permit them to misuse this.
Small possibility, that this is a FIX.. a fake number plate put on car and video made to blackmail.. Many possibilities.
More likely that its correct.
