So the only legends that are in emerald is Latias Latios Groudon Kyogre Rayquaza Ho-oh (event) Lugia (event) Mew (event) and Deoxys (event) And the 3 regis Registeel Regice Regirock. You cant unlock the event legends anymore you will have to use cheat codes. And other legends as Mewtwo and Celebi Articuno and the other birds you will have to use cheats for that. If you want all the cheats Google Gameshark pokemon emerald cheats and choose the first that comes up its the full list of all codes.

heres a tip to catch a legeandary pokemon when you meet it when the battle starts use growl or any other move that lowers speed use it till it says but the foes hp wont go lower then use a great ball it should caught it i did that to catch my rauquaza good luck!
