Huh. He's wrong about the leap year. The leap year is because the rotational period is not a whole number of revolutional period. The Earth's rotation is 23h 56min, but the extra 4 minutes are the amount of time it takes the Earth to point directly at the sun, since the rotation and revolution both move in the same direction.
@Eoganus Sorry but your answer is also incorrect. You describe the difference between a Solar day and a Sidereal Day.
The leap day happens because the Earths revolution around the Sun is not an integer, it is roughly 365.256 Solar days or 366.256 Sidereal days. The .256 difference accumulates over the years and is firstly corrected every 4 years by adding a leap day, along with additional longer term corrections

The three leap year rules I know off the top of my head are: every four years add a day, every hundred years don't add that day, every thousand years DO add that day.
