They're cutting the production of destroyers for open ocean combat in order to upgrade existing Aegis ships for ballistic missile defense. Oh, and increasing funding for building drones to increase field intelligence.

The missile defense issue is complex because of politics with Russia. Keeping countries like Russia not in direct disagreement with us is more likely to prevent Korea from being able to hit the US with their missiles. Korea buying the tech is more likely than making it.

Also, I'll say that generally the focus has been, with regard to eliminating specific classes of hardware designed for specific roles, to upgrade less expensive classes to fulfill the roles that more heftily outfitted and substantially more expensive ones would carry. Any concerns of lost functionality or role-capability has likely been considered.

We put sanctions or embargoes on countries we don't like - which often have the unintended consequence of hurting the citizens and not the government. And in 1953, the CIA overthrew Iran's government and installed a new one.

Anyway, Clinton told North Korea he would ease up on sanctions, while at the same time building a missile defense system.
