I think it's about environmental problems that we are facing today which will reflect on future generations. That's why he mentions interview Mars story in the beginning and if u listen to the lyrics I think u will recognize it.

As far as I know he wrote it himself for this songwriting game he plays with few other songwriters. But he did perform Collapsible Plans and Silent Love Song with Raining Jane.
