The teens did an excellent job researching the facts and then putting together a great video for other teens.
It uses humour to dispell so many myths about fire.

The teens did do a good job, but scene 2 violates the third rule of the contest "There can be no actual fire". That looks like fire to me.
I believe the video should have been disqualified...
The other videos probably would have been higher rated if they had some fire in them as well. Who wrote the rules and who did the judging???
