Just read the pamphlet, there is nothing scary about it.
Yes it does lean towards ending treatments. This is done because if it leaned towards not ending treatments there could be no discussion of the treatments. It shows that there are many views rather than the religious bi-choice system of everything or nothing.
If you actually read it the pamphlet is trying to empower those who have to fight for the simple right to choose how they want to live. Many people still hate this right.

As human beings we need to become organized around a principle of government. We have to both fear and trust our government; which creates an elemental dilemma. To remain mired in a rut due to the fact that we cannot escape this dilemma would be tragic and fatal. We have to reform health care in this nation, and the current dialectic must be centered around reasoned argument; not hysterics. Fox News is utterly useless for anything except entertainment.

America's health care system is far from efficient, and its the poor that pay the hardest price. Something must be done, and some hard decisions are gonna get made.
