The song is based on a true story; the "liberal governor" was Michael Dukakis. Saw Fred perform this song at a festival when my daughter was about 3 years old. I cried and held her by the end of the song, imagining the pain that the adoptive parents must have felt, and imagining what the children would feel like being treated this way.
