To build a bridge across the water they build a set of cofferdam where they plan to put the piling. The cofferdams keep the water out of the work area, so they can accurately place the pilings. They sink piling to about 50 or so feet to act as bedrock and build the support structure on top of the pilings. After that it just a matter of floating the road way by barge and setting them in place.
