Wouldn't it to be to use butter or something with fats rather than milk to wash that stuff down? AFAIK, those spices aren't water-soluble and milk is basically water with little fats. They purposely make chili candies fat-soluble to prevent the stuff from getting accidentally washed down with drinks. Another gain is that the fats partially encapsulate the spice particles so that they won't hurt as much going down.
