I've seen the Susquehanna River do this, in Harrisburg PA, I was just a kid and my dad took us all to see it. Never seen anything like it til you posted this!
Where I used to live we had that problem. Ice on the creek would break up and get caught on an old railroad bridge. It would pour over the banks and go down the road.
Of course the house we lived in was in the low spot - our driveway would take over as a creek!
WTVH used to cover it too ... but that was back when they were a Utica Station

Same here in the UK, as a third band of rain now moves in across Western southern parts of UK.
Already been some floodings, now as of 12.40pm 141 on floods watch and 19 flood warnings from the environment-agency.
