I can't answer that, because I honestly don't know. What I do know is that the first book I read, "A Foreign Policy of Freedom : Peace, Commerce, and Honest Friendship", is a collection of speeches he gave in Congress.

Chavez has even given low iterest loans to neighboring countries so they aren't locked into servitude.
If a country cannot pay off it's loan, the IMF uses privatization of the countries resources to pay back the loan, in turn, robbing the poor. Some of them pay 1/2 years wage for UTILITIES. Criminal.

The IMF allows for corporate raping and is a tool of suppression. Scenereo: The US is broke and in a depression; our government is in chaos. Japan comes in and offers US loans and privitization of our coal and minerals. US agrees. Soon enough, the loans cannot be repaid, so Japan starts selling off our infrastructure (water, electricity, toll roads) for repayment. Large Japanese corporations come in and the wealth and nat. resources go to Japan.
