just because it has dubstep like sounds doesnt make it dubstep. has to do with the drums and therefore the time signature. this is clealy 130 BPM, making it elecro house or just electro for short.

dubstep is (usually) 140 BPM, however the kicks and snares are half time = 70 BPM, with the rest of the percusion (symbols etc) at 140

This is a fairly typical electro 4 on the floor beat. Dubstep does usually hang around at 138-142 bpm though.
