Why do the authorities refer to themselves as "Federal Agents?" Why do they never use the term "FBI" or "FBI Agents?" Is there some rule or law against using the correct terminology in movies? This also happens in the movie Capricorn One when Elliott Gould is arrested by "Federal Agents." Federal Agent is such a broad term since it could refer to someone that works for the Federal Aviation Administration or the Federal Communications Commission.
Just after Grover gets his jacket back if you pause the clip at 09:28 you can see a guy standing on the ladder of the engine and its not Devereau as he isn't yet aware he is being followed.

That pedal is called the "deadman's pedal". The only purpose it has is to keep the motor running. It doesn't make the train go. If the pedal is release, a sound is auduible and if the engineer don't push it, the motor dies.
