@apsert No, it's not the same thing. Driving is not a right, and you are not being stopped to "check" your papers. You're being stopped on probable cause of an actual motor vehicle violation. The officer does not need a warrant for these reasonable seizures. See Terry v Ohio, Atwater v City of Lago Vista, Devenpeck v Alford, Hiibel v Sixth Judicial District of NV
