The vote was short of 60 required because only 36 Democrats, Liebermann (I), & 16 Republicans supported it. The AARP, Anti-Tax groups and Republican support groups for political points joined forces to force the others Senators to vote against it. The political Blackmail ahead of potentially major change elections in 2010 of the Senate was a blow for both Obama & Democracy.
