Just for your information - Islam (i.e. Quran and Traditions) do imply and respectively even say that women should hide their "beauty" from strangers. A simple, rather straight forward interpretation of these "teachings" directly leads to a "niqabi culture". Guess what; the "niqabi culture" is observable!
