Windows by default saves your notepad files as txt, unless you make modifications to be able to view file extensions. In notepad, choose file "save as", then change change the drop down that says, "Save as type" from "Text Documents[*.txt] to read "All Files".
Now type in your web page name and then the extension htm and click the save button. Let me know if that works.

Yes this will work on Vista, Mac, Linux, XP, any machine with a text editor. You will need to change the file extension to htm.
