I think that the old man is trying to tell Till that people often live in fairytales (illusions) created by the material possessions and attachments we have. The ripples in the water represent these material things and attachments and the fan smooths these ripples out, allowing you to see what is truly important in life. The clear water is the mirror that shows you the reality. Often though, people don't realize the real meaning of life until it's too late.

I think its about a prophet (The old man) who has the answer to all the worlds problems. But The world (the water) and the people messing the world up (represented by Tills character) wont listen. The fan represents the answers to all the worlds problems. The fan staying in the sand represents the world having all the answers right in front of them but not paying attention.
