The theme being used is the Symbian^3 specific theme. It was designed by the foundation and hold on the Symbian wiki pages. Unfortunaterly those ressources are currently inaccessible. You can give a try to their FTP, see the symbian foundation blog for more information (goo..gl/Ha5Td).I'll look if I have kept a copy of the file.
