It is the same in UK for foreigners with YOUR UK immigration office. You get the SAME treatment if you were a foreigner in UK. Plus, I live in Italy, do you know how RIDICULOUS European immigration laws and offices and officers are? Seriously, you HAVE NO RIGHT to complain about it.
Think about it, doesn't UK have immigration problems? So do we in Japan, and I am sure you wouldn't blame your home country immigration office for trying to control those issues.
Most documents can be downloaded in the immigration website so just check what you need and fill out the application forms before going to the immigration office.

They just opened a new immigration office in Osaka with nice big signs and great big colour coded stripes on the floor to tell you where to queue. Unfortunately the signs are completely ambiguous and you still have to queue for an hour before they tell you to get a stamp before you start queuing.
They say that you only know the real Japan once you have been to the Shinagawa immigration office every day for thirty years in an attempt to extend / change your visa.
That is actually the WHOLE POINT of Japan. The country was actually made by the sun goddess in order to allow people like you and me to practice patience.
i hear you man! a tip for UK passport holders who plan to get married in japan- you have to leave the country to change over to a spouse visa. i wish someone, anyone, told me that during the 101 trips to the immigration office i made- each time they'd tell me something i DIDN'T have, and only after i got everything did they decide to tell me, "hey, now you just need to go to an embassy outside of Japan to get this authorised." when i had less than a week left on my current visa. nice one guys...
I miss the immigration office outpost in Shibuya. Back when engineering visas had to be renewed once a year, there was a semi-BOFH but good-natured fellow there who remembered me from the previous year. He said, why not apply for re-entry now and get it out of the way, here's your application from last year so you can write it quicker. (!!)
Hasn't been the same since they consolidated everything at that Death Star near Shinagawa.

Don't worry, it's not only the immigration office. It'll take forever to get your passport or any kind of documents even if you
ARE a Japanese citizen.
