It really IS David Tennant. It was from "Ultimate West Wing Challenge - Part 1" (you can watch it here on youtube). In this part they had to answer questions about the show 'The West Wing' while the tredmill kept getting faster & faster.
Exactly the right voice, the right dress sense the right hair and body. Even if his face is a bit blurred. You can tell it's him y the end when he's striding away trying not to ruin it anymore. LOL
