A lot of these UCAV projects are actually funded by the companies themselves. They realise this is where militaries are going to be spending their money so are staying ahead of the curve. plus they are relatively cheap to develop as they fill small roles like ISR or weapon drops, unlike a manned bomber or fighter which is usually multi role and there fore much more expensive.

@pogularocky russians dont have ucav's, the best ucav programmes are held by USA UK France, russians are happy with their stealth fighter, only USA and UK have full prototype models, everyone else just has fancy computer models and model designs that they put on display
