If you're really good, you could combat a cheap character/opponent. Doesn't matter, quitters is what ruins a game. Basically what you're saying is that if someone is getting their ass beat they have the right to quit. The whole point is to win, there's no rules.

The rule is to win, but if there is a tournament and all players take scorpion, you know something is wrong with the game.

In streetfighter 4, Sagat was broken. So all noobs took him to win. Then, in Super Streetfighter 4, they nerfed Sagat to balance him. Now noobs stopped taking him and characters are well balanced. Not at 100%, but none is broken

I mean look at other genres for instance shooters, there's always something wrong with every one, it doesn't mean people are going to bitch stop playing the game and demand a fix. You can still beat that player with an overpowered character if you're skilled enough so it doesn't matter, anything is possible. Even when the character isn't overpowered, you can still do nooby shit like spam or turtle, which can't be fixed.
