The stadium expands in two ways. One, they can add stands to the 3 endzone plaza levels. The other way is that instead of the seats being attached to the concrete risers, they are attached to steel rails and are about an inch apart. They can slide along these rails and create space to add 6,000 seats. So they could get to 86,000 without adding any stands.
