Yes. Most people don't realize that more died in the 2006 Mumbai train bombings than the 2008 Mumbai Massacre. It's just that the 2008 one was more spectacular and media-ready. And also the attack on the Indian PARLIAMENT in 2001 linked back to Pakistan. Imagine if Mexican "militants" assaulted our Capitol Building in that way. And yet India restrained itself.
