It doesn't look live but it's not the recorded version, and oddly the bass is actually out of tune (A string), so that's a bit of a mystery.

It is the recorded version. The TV programme is Top of the Pops, and bands always mimed to their recordings on that show.

it was probably a 'live' recording for the show. ie. prerecorded but enough times to get it just right, with no mastering ect.

Both. Harmonica and mouth organs are the same instrument. It is fully cromatic one though, as opposed to the 10 hole "blues harp".
