The game is Zero Wing. It is not even close to "one of the first English games made by Japanese people". Furthermore, only the Sega Mega Drive version of the game featured this mangled-English intro, which was only text, not spoken.

As the game itself bears little relation to the opening cutscene and there are no other major uses of English text besides the ending, this 'Engrish' did not have a massive impact on the game. It hardly constitutes "epic failure" in my opinion.
