The reasons why bullying in schools, work etc cannot stop is because its roots originate from your government from their secrets. The US government (etc) is the stupendous uptight bully to other world nations as we can see, for filthy lucre's sake. The minds of the people had been gradually conditioned to accept abominable acts (e.g. homosexualism, demonic figurines, 'covert' racism etc) by the US government, which is hell bent on destruction of the lives of the people.
