its railroad rules. any unprotected crossing like that or anytime the gates arnt working they have to stop the train, light the flairs and wave the train through. but most of the time they just throw them like this guy did or just not even do it at all. oh and railroaders call them fusee's idk why but thats just rairoad lingo
