I want to stay out of the rape cages (jail/prison) and not get murdered by the State thugs, so I can do the good work of spreading the Non-Aggression Principle.
Peaceful people, following the same strategy, should FRANKLY say to government thugs they deal with, "I am only doing this because you have guns and will shoot me or put me in prison if I don't comply. I am NOT doing this of my own free will." Heck, explain this to your friends and family too (VERY important).
There are resources you need to be able to break off from the state and the state essentially has a monopoly on those things like money, public transportation, education, control of the internet, etc so avoiding it is almost impossible. I've heard stories of how the state comes and destroys your life if you do something like refuse to pay taxes etc. So basically it would come down to living submissively until there would be a viable time to live free.
You haven't heard any arguments for it because most "anti-statists" know deep inside that their whole political perspective just amounts to male adolescent whining. They are not serious about the practical implications of their philosophy because they just like to build intellectual castles in the air for their youtube subscribers.
Wake up and live in the real world where you have to get along with humans and their institutions. Christian agape is about real people, not your philosophy.
Nice Ad-Hom, because supporting an extortion racket is SO mature right?
To answer your question: Small answer right now: No, Long Answer: Yes.
I would imagine it would emerge the same way atheism/the "liberalization" of churches came about.
People eventually will stop taking the state seriously and form small societies according to what their preferences are. Now there are strategies on how to make that happen sooner but in no ways is there a set "path" that is followed.
