I think the most problematic factor in this case as an example of law enforcement/citizen conflict is the lack of regard to human psychology. Both sides hold fault, but regardless, it is frightening when the side holding power of authority overuses it. I highly agree with your last statement that law enforcement officers should be out dealing in more serious matters (drugs, domestic violence, etc.) rather than petty little things like going over the speed limit when it is not endangering lives.

Under the law, you do have to co-operate with the police if you've just committed a crime. Failure to sign a citation is a criminal offense. You don't have to physically resist arrest, walking away is considered resisting. If a cop orders you to put your hands behind your back after you commit a crime, even a minor one, you obey and let the court system deal with it. The police don't make laws, they enforce them. They are also out there to protect people from bad drivers and criminals.
