in jak 3 daxter jumps weird look ad the volcano mission when you play the daxter part but here he jumps normal

no, the Area is MUCH smaller, its the about half of the Industrial section, the red zone.

Maybe you pressed x button and skipped the cutscene by accident. Go outside and see if the scooter is there.
