Democracy can only work in an advanced civil society where it is possible for people to come together in a variety of forums to share their ideas and speak openly and think critically. Most Arab societies don't have any of the basic prerequisites. Hitler and Hamas were democratically elected. The Muslim Brotherhood would gain power through any election and that would be an end to it.
