More information about the Hellyer Park Velodrome can be found at the ridethetrack website. There are beginner sessions on Saturday mornings and Monday evenings. There is a $5 fee for using the track (includes instruction), plus $5 for renting a track bike if you don't have your own. This video is from a Saturday morning session.

HELLYER'S VELODROME! it looks so fun ride in but i don't have a track/road bike to use the track =( it's fun to watch people ride here though when there's a huge crowd!

Man, I remember going out to the Friday Night Fights at Hellyer and seeing George Mount, Fast Freddie Markham and a bunch of other animals tearing up the track. I got to get back over there!
