Oh, come on. We're not stupid. Those were obviously early, initial, estimates (based on random reports from hospitals, ground personnel, etc) before any actual physical count was possible. Georgia, during the same period, also greatly overestimated their casualities.

Ultimately, NO civilians would have been killed had Georgia not started the armed conflict by attacking towns and peacekeepers within South Ossetia.
