I think it is Krauser for the obvious reasons. Krause ris the only RE character with face scars like that. It is too muscular and buff like to be Wesker or Alfred. Wesker wears his sunglasses ALL of the time, and just look at the freaking shape of the head! That is Krauser's head shape definately. Also it would explain alot about Krauser and Leon's past. I don't see why ANYONE would think that it is Wesker or Alfred.
Alfred does not look that tough and he does not have a buff neck nor he does not wear that kind of cloths. if you look closely you can see that is not what he wears.

could be him... the scars could've been a mistake.
maybe alfred?! hes from cv:x, evil, wesker hair, besides. from the gameplay pics he looks a LOT like that.
overall: slight possibility. but there are quite a lot of factors against your statement.

and that is krausers hair style. if you noticed it, in RE4 when you shoot krausers hat. but durining that time wesker was working in the shadows
