I live in South Korea and the sale of dog is not illegal,there are restaurant everywhere.I tried it out of curiosity and the meat isn't very tasty and the texture is strange.I don't like it therefore don't eat it,but I do understand how it became part of their culture.Invading countries took all the livestock in order to starve the people and dogs were the only thing left to eat.Like the report said it is a famine food.People in France eat horses but that doesn't bother anyone.

This is gross stuff though it happens in the Indian state of Assam where there are few dogs left today. The butcher did have a point, the same could be said about Americans, Indians, and others eating pork, beef, and chicken. Its just that we don't consider that to be gross although technically there isn't any difference (except for the way they are killed).
